Correct site to apply for a visa from the Philippines

I am from the Philippines and got my Turkish e-visa from this site -- https://www.evisa.gov.tr/
Then later on I found out that there is another site for Philippine applicants -- https://turkey-e-visa.com/application/
So my question is, did I get my e-visa from the wrong website and so got a wrong e-visa?

Question about Turkish student visa

Hi There,
My husband and I just moved to Istanbul (from Australia) on the touristic residency visa and want to enrol in a Turkish language course. Will we have to leave the country to do that? If so, do we need to return to Australia or can we apply in another country? Will we both need to enrol in the course to stay, or is it ok if one of us just enrols?
